根據(jù)本市疫情防控需要，為保障封控區(qū)和管控區(qū)的市民就醫(yī)出行，自2022年5月5日起，本市在現(xiàn)有120、999醫(yī)療急救力量的基礎(chǔ)上，統(tǒng)籌出租汽車運(yùn)力，組建了疫情防控期間市民就醫(yī)保障應(yīng)急車隊(duì)，以保障上述區(qū)域內(nèi)的非急危重癥患者，如有孕產(chǎn)檢、透析、化療等需求的居民就醫(yī)出行。目前，市交通部門已協(xié)調(diào)首汽集團(tuán)400輛車與朝陽區(qū)、通州區(qū)、海淀區(qū)、房山區(qū)建立聯(lián)系。截至目前，累計(jì)運(yùn)送人數(shù)1614人，出動(dòng)車次1026次；單日運(yùn)送人數(shù)最多達(dá)544人，單日出車最多404次。
5月8日下午4點(diǎn)左右，應(yīng)急車隊(duì)突然接到防疫保障隊(duì)任務(wù)，朝陽區(qū)十八里店周莊嘉園東里區(qū)17號樓邵女士懷孕7周出血，并伴隨肚子陣痛，需要立刻前往垂楊柳醫(yī)院就診。社區(qū)與首汽調(diào)度員杜加林同志及時(shí)應(yīng)對派車，迅速趕到出發(fā)地點(diǎn)，接到邵女士后及時(shí)送達(dá)垂楊柳醫(yī)院。病患到醫(yī)院內(nèi)檢查，司機(jī)耐心在醫(yī)院門口等待，18時(shí)30分左右病人檢查完成后，又將對方及家人安全送回家。
5月10日早，首汽社區(qū)調(diào)度員杜加林接到十八里店社區(qū)負(fù)責(zé)對接人趙玉婷電話，有位70歲老人需要到醫(yī)院透析，接到任務(wù)后調(diào)度員馬上安排車輛，考慮就醫(yī)老人年歲較大又患有重病，調(diào)度員特意挑選服務(wù)優(yōu)質(zhì)司機(jī)富師傅上門接送。駕駛員從十八里店鄉(xiāng)呂家營村接病人后立刻送達(dá)垂楊柳醫(yī)院，等待至11時(shí)30分安全把乘客送回社區(qū)。司機(jī)了解到，老人已透析5年了，原來都是住在洋橋的女婿接送透析，現(xiàn)在疫情原因不能接送了，就醫(yī)專屬車隊(duì)來接她，她十分感動(dòng)。老人還提出，每周二、四、六做透析，都希望富師傅繼續(xù)接送她。經(jīng)過與社區(qū)調(diào)度室溝通，老人的愿望可以滿足了。
為保障駕駛員們及乘客的出行安全，應(yīng)急車隊(duì)車輛持通行證進(jìn)入封控區(qū)及管控區(qū)，實(shí)行點(diǎn)對點(diǎn)運(yùn)送，按照疾控部門統(tǒng)一制定的標(biāo)準(zhǔn)開展車輛和駕駛員的洗消、防護(hù)，并執(zhí)行一客一消毒、一日一核酸。市民如有就醫(yī)出行需求，可聯(lián)系所在社區(qū)（村），由社區(qū)（村）提供應(yīng)急車隊(duì)車輛予以保障。目前所有片區(qū)和社區(qū)都有首汽現(xiàn)場調(diào)度，和社區(qū)主任“手拉手”，確保及時(shí)快速滿足市民就醫(yī)出行需求。
下一步，應(yīng)急車隊(duì)將實(shí)時(shí)監(jiān)控車輛位置及運(yùn)行狀態(tài)，進(jìn)一步加大監(jiān)測調(diào)度，更好地為市民就醫(yī)出行提供保障。同時(shí)，首汽集團(tuán)又準(zhǔn)備了50輛車作為應(yīng)急備用車輛，并對駕駛員做好人員篩選和培訓(xùn)，對車輛進(jìn)行全面檢查，全力滿足市民就醫(yī)出行需求。
